这次全市教育系统信息工作会议是教育行政部门的一次重要会议，原计划是准备在今年5、6月份召开，由于种种原因，拖延到现在，请大家予以谅解，这次会议的主要议题是对近两年来教育系统信息工作进行全面总结，表彰信息工作先进集体和先进个人，研究和探讨当前和今后一个时期信息工作如何适应教育改革与发展新形势的要求，更好地为领导决策发挥重要作用和参谋作用，为广大师生提供更多更好的精神食粮和优质服务，充分展示教育成果，弘扬教育正气，促进教育事业健康发展。
下面，我就前一段信息工作作以简要回顾，并就今后如何抓好信息工作讲几点意见：
一、关于20__年以来信息工作的简要回顾
据初步统计，20__年，局信息办共收到各学校和单位上报各类信息1000多条，编发《凤城教育信息》30期，向市委办、市政府办、丹东市教育局呈报各种教育信息70余条，采用了15条，市报被市委办、市政府办、市纪委办采用10条。
《教育专刊》共办26期，刊登稿件500余件，去年，市教育局被市政府办、丹东市教育局评为信息工作先进单位。
今年前8个月，局信息办共收到各校上报稿件和各类信息条，编发《凤城教育信息》20期，向市委办、政府办和丹东市局上报信息30余条。总体来说，教育系统的信息工作呈现出良好的发展态势。尤其是今年年初创刊的《凤城教育》，我们自己的报刊目前已出版了11期，并逐步得到各级领导和社会各界的认可。在此，我代表市教育局向挚爱这片热土的教育界的诸位同仁表示诚挚的谢意!
回顾前一阶段的信息工作，虽然取得了一定的成绩，但我们也应该清醒的看到，我们的工作还存在许多差距和不足，主要问题：
一是信息工作发展还不够平衡。有少数单位还没有把信息工作摆在应有的位置上，领导很少过问，信息工作无具体人员负责，也不上报信息和精神，个别学校一直处于空白，年终考核分数必然为零。
二是信息、稿件的质量有待进一步提高。从上报信息和送上稿件来看，存在反映学校日常工作过程的信息多，教与学带有研讨性的信息少，有的学校送来的稿件较多，但由质量低下，很少能用上。
三是有些学校虽然设立了兼职信息员，但由于兼职过多，没有时间和精力搜集、编报信息，影响了信息工作的正常开展。
五是一些学校发行工作不及时，不能把报刊按时发到村小、教师和学生手里，更有甚者个别中心校两、三个月发一次。这些问题，都需要我们在今后的工作中认真加以改进和克服。
二、对下步教育信息工作的几点要求：
新的学期开始了，随着教育改革的不断深化，教育事业的不断发展，我们信息工作也面临着许多新情况、新问题，对信息工作也提出了新的更高的要求。在这种情况下，我们必须努力工作，开拓进取、大力提高信息服务水平和质量，更好地为领导科学决策和指导工作服好务，为此，我们要抓好以下几方面工作：
一要抓需求。教育信息的功能就是让领导机关和全社会了解教育，关心教育，展示教育教学成果，促进教育事业健康发展，要使信息工作有针对性、有时效性、有参考性，就必须认真研究对信息的需求。从事信息搜集、加工、报送、刊发的工作的同志，要善于找准本学校、本单位与教育行政部门需求的结合点，根据需求拓宽和拓涂信息工作的领域。要积极报送本学校业务范围内的具体业务性信息。提倡报送由本学校教师、学生涉及其它领域引伸的，具有一定科研水平、学术价值的信息。
二要抓重点。教育信息工作要围绕教育的中心，要善于捕捉信息点，提高稿件的命中率。比如，新学期开学之后，新课程改革如何搞，这个题目就只够准备许多内容。新一轮课程改革，各学科都给老师们留有充分的、任你创造性开发的空间。需要我们充分地发挥主观能动性。新课程倡导在新理念指导下的富有个性的创造性教学，教师除了具有崇高的职业道德、丰厚的专业知识，扎实的教学基本功外，尤为重要的更应具备创造性教学的意识和能力，这就需要我们每一位新课程的实践者，坚持不懈地去探索“如何做、怎样做才会更好?类似这样信息题目很多、很多，需要我们去挖掘、探讨、引导、总结。所以，我们写的内容是丰富的，教育天地是广阔，就看我们如何来把握。
三要抓精品。要树立严格的质量意识。教育系统全体信息工作人员，在信息稿件的开发、收集、编写以及报送、刊发上抓精品，要想解决好目前教育信息稿件选编方面数量不足、质量不高的问题，克服信息报送刊发上的“旧”、“虚”、“晚”现象，在信息队伍和信息工作中大力倡导求真务实的学风。
四要抓队伍。高质量的信息要依靠一支高素质的信息员队伍。根据目前各校信息队伍的现状，主要抓三点：
二是抓好激励政策。暑假期，局信息办同志经过反复琢磨，认真研究论证，制定并出台了《关于进一步加强信息工作的意见》，在这里对作考核通报、具体评比办法等做详细规定，大家拿回去之后要向领导及时汇报并加以学习，并在实际工作中加以落实。同时我有个想法将试行定期把信息工作名次向单位主要领导通报的办法。
同志们，当前教育改革与发展需要教育信息工作发挥更重要作用，为此，全市教育系统从事信息工作的同仁们，要团结一致，努力工作，积极探索，不断创新，树立终身学习的理念，默默耕耘，孜孜以求，不计清苦，甘于奉献，用我们手中的笔，去书写、描绘凤城教育事业更加美好的明天。

thank you, mr. chairman, for your gracious introduction. i am honored to have the chance to address you on this special occasion. the topic of my paper is “transaction cost and farmers’ choice of agricultural products selling”. the outline of my talk as follows. the first part i want to introduce the background of this research. the second part suggests a simple household choice model .the third part covers the data used in this research. and then, we introduce the empirical results. finally, a simple conclusion is given.
2. introduction
well, let’s move on the first part of this topic .the motivation of this work like this. institutional economics posits that agents making decisions on different types of transactions do so in a costly way .for example , farmers deciding sell a particular crop to whom base their decisions not only on the price they expect to receive in each market choice but also on additional costs related to transacting in these markets.
i want to use a picture to illustrate it. for example, given some market channels, farmers’ choices can be regarded as equilibrium between the surplus and the additional costs that related to transacting .especially in developing countries, high-value crop producers fully participate in the market and the transaction cost has been the hard constraint to farmers. furthermore, farmers’ market choices can be taken as a choice dilemma of transaction cost and production surplus. consequently, the scientific question of this research is how transaction cost affects planters’ choices.
3. methodology
